Office of the Illinois Department of Transportation wishes to announce the
following update on the 10-mile reconstruction project of I-70 in Clark
County from 1 mile west of IL Rt. 1 eastward to the Indiana State Line: Beginning
Monday morning, July 22, 2002 the westbound “on-ramp” at the I-70/IL
Rt. 1 interchange will be closed for reconstruction. During this time
“Alternate Route” signing will be provided directing motorist south to
US Route 40 where they may travel west on Rt. 40 to Casey and then once
again head westward on I-70. This closure is anticipated to last until mid
to late September. Once
again IDOT wishes to remind motorist to please drive with heightened
awareness through any construction zone not only for their own safety, but

SUBJECT: Stage II to Begin
The Paris District Office of the Illinois Department of Transportation wishes to announce the following update on the 10-mile reconstruction project of I-70 in Clark County from 1 mile west of IL Rt. 1 eastward to the Indiana State Line:
Starting at 12:01AM, Monday July 8, the second major phase of the I-70 reconstruction project will commence, which is the reconstruction of the westbound lanes. During the period, all traffic will be placed "head-to-head" in the eastbound lanes separated by a temporary concrete barrier, throughout the entire project limits.
From July 8 till Labor Day weekend, major emphasis will be placed on the east end of the project from just west of US Rt. 40 interchange eastward to the Indiana State Line. During this time, the north ramps of the US Rt. 40 interchange will be closed for reconstruction with "Alternate Route" signing provided for motorists needing to use these ramps. This east segment of the westbound lanes is required to be completed prior to Labor Day weekend.
After Labor Day weekend, work will then be concentrated on the final segment of the project, which is the completion of the westbound lanes from 1 miles west of IL Rt. 1 eastward to the US Rt. 40 interchange. This segment is required to be completed by October 31, 2002. During this time, the north ramps of the IL. Rt. 1 interchange will be closed for reconstruction.
The Department wishes to thank motorists for their patience during this major reconstruction project and further asks that they drive with heightened awareness through any construction zone.

The Paris District Office of the Illinois Department of Transportation announces the following update on the reconstruction of I-70 in Clark County from 1 mile west of IL 1 eastward to the Indiana State Line:
The reconstruction of the eastbound lanes of I-70 is nearing completion. This will allow all 4 lanes to be available for the July 4th holiday period. Further, all ramps at the IL 1 and US 40 interchanges will be open and operating during the holiday period. However, the Cumberland Rest Area, on the north side of I-70 just east of Marshall, will not be open for use by motorists due to its on-going reconstruction.
Motorists are advised to be alert for changing traffic patterns during the next few weeks as traffic is redirected to new lanes. As the first phase of this process, starting Saturday morning, June 29th, eastbound traffic will be placed in the new outer lane of the eastbound pavement to accommodate the relocation of the concrete barrier. Workers will be present around the clock until the completion of this relocation, which is scheduled to be finished on Monday, July 1st. All lanes will be open from Wednesday, July 3rd to Monday July 8th.

Rt. 1 interchange will be closed for reconstruction. They will then be reopened for the July 4 holiday weekend. During this period, Alternate Route signing will be in place at the I-70/Rt. 49 and I-70/US Rt. 40 interchanges to assist motorists. Further, access to businesses within the immediate area of the Rt. 1 interchange will be maintained via US 40, IL Rt. 1, and the westbound ramps of the Rt. 1 interchange.

This section of I-70 will be opened to traffic on May 24, 2002, as will the new eastbound ramps at the US 40 interchange.

In preparation for the Memorial Day weekend, the newly reconstructed eastbound lanes of I-70 from just west of US Rt. 40 eastward to the Indiana State Line will be opened on May 24, as well as the south ramps of the I-70/US Rt. 40 interchange.
Starting May 28, the south ramps of the I-70/IL. Rt. 1 interchange will be closed for reconstruction. They will then be reopened for the July 4 holiday weekend. During this period, Alternate Route signing will be in place at the I-70/Rt. 49 and I-70/US Rt. 40 interchanges to assist motorists.
FOR IMMEDIATE RELEASE CONTACT: 217-466-7241 TTY: 217-463-2279 www.dot.state.il.us I-70 RECONSTRUCTION IN SOUTHEASTERN ILLINOIS WILL HAVE 10 MILE LANE RESTRICTIONS CLARK COUNTY, IL -- A 10-mile section of Interstate 70 in Clark County, IL, at the Indiana border will be reduced to one lane in each direction beginning Friday, March 1, when a $74 million reconstruction projects begins.
Eastbound I-70 from the Indiana line to one mile west of Illinois 1 will be closed to traffic on March 1. All traffic will be placed on the westbound lanes with only one lane of traffic in each direction throughout the 10 miles, separated by a concrete barrier. Work on the eastbound lanes is expected to be completed by July 3.
The eastbound US 40 ramps will also be closed until May 23. During that time ramp traffic will be diverted to the IL 1 interchange. In addition, the Cumberland Road Rest Area will close on March 1 for ramp and parking lot improvements and will reopen October 31.
Work on a 2.5 mile section from the Indiana line to west of US 40 will be expedited so all lanes can be open prior to the Memorial Day holiday. US 40, which parallels I-70, will be used as an alternate route in an emergency. However, for nearly two miles before the Indiana line US 40 and I-70 are the same highway, leaving no alternate route, thus the need to expedite work on that section of highway.
On July 7 work will start on the westbound lanes of I-70, with one lane open in each direction of the new eastbound lanes. The 2.5 mile section from US 40 to the Indiana line will again be accelerated to assure reopening prior to the Labor Day holiday. The entire project is scheduled for completion by October 31.
The $74 million project includes reconstruction of the I-70 pavement and the bridges over IL 1, Big Creek, Little Creek, Crooked Creek, and Hawks Creek. Township bridges over I-70 at TR 107, TR 272A, County Highway 20, and TR 340 will be raised to accommodate the new I-70 pavement. Improvements will be made to the turn lanes and ramps at the IL 1 and US 40 interchanges, and IL 1 will be resurfaced north and south of I-70.
The ramps to the Cumberland Road Rest Area and the parking lots will be improved, as will the ramps and parking lot at the truck weigh station. Additional weigh station improvements will be made to provide for more efficient truck movements.
The contractor is Walsh Construction Co. of Illinois from Chicago.
Motorists are advised to slow down and drive with caution through the work zone area. Reduced speed limits will be strictly enforced.

The Paris District Office of the Illinois Department of Transportation has previously announced the beginning of the reconstruction of I-70 from just west of Illinois Rt. 1 in Clark County, eastward to the Indiana State Line. Part of this reconstruction project will be the raising of certain bridges carrying township and county roads over I-70. During this period, the subject roads will be closed to through traffic. Therefore, the Department announces the following roads over I-70 will be closed: TR-340 closed starting on our about January 2, 2002 TR-272A closed starting on our about January 4, 2002 TR-107 closed starting on out about January 7, 2002
It is anticipated that these roads should be reopened shortly after - March 1, 2002, weather permitting.
FOR IMMEDIATE RELEASE CONTACT: 217/782-6953 TTY: 217/524-4875 FAX: 217/782-8714 I-70 Reconstruction Work To Begin in Clark County SPRINGFIELD, IL -- One of the largest downstate interstate reconstruction projects in Governor Ryan's Illinois FIRST program is set to begin on Interstate 70 in Clark County in southeastern Illinois.
Preliminary work on the $74 million reconstruction of 10 miles of I-70 from the Indiana state line to one mile west of Illinois 1 will begin this week. Reconstruction of the mainline pavement is scheduled to begin March 1, 2002. The 10-mile reconstruction is the first segment of a 21-mile, $135 million reconstruction project on I-70 from the Indiana line westerly to the North Fork of the Embarrass River.
Preliminary work, in advance of the major reconstruction work next spring, will begin as the weather permits. This includes raising the height of local road bridges over I-70 to accommodate the new pavement and constructing emergency access roads. Township roads will be temporarily closed for some of that work. In addition, work on US 40 over I-70 will begin on January 2, 2002, weather permitting. The deck will be replaced and the bridge height raised. US 40 will have one lane of traffic which will be controlled by traffic signals.
On March 1 reconstruction of the I-70 eastbound lanes will start and traffic will be diverted to the westbound lanes. There will be only one lane of traffic in each direction throughout the 10-mile section with the lanes separated by a concrete barrier.
Work on a 2.5-mile section from the Indiana line to west of US 40 will be expedited so all lanes can be open prior to the Memorial Day holiday. US 40, which parallels I-70, will be used as an alternate route in an emergency. However, for nearly two miles before the Indiana line US 40 is marked over I-70, leaving no alternate route. This section of highway was opened in 1969 and its reconstruction is needed to bring it up to current standards that will provide improved safety features and will reduce maintenance costs of the highway. I-70 in Clark County currently carries nearly 21,000 vehicles per day. Project work will include:
The contractor on the project is Walsh Construction Co. of Illinois, from Chicago. They can receive up to $1 million in incentive pay for early completion of the work. The company can also be fined for late completion with no cap on the penalties.
